Government rolls out first phase of cylinder recirculation model

The government has rolled out the first phase of the cylinder recirculation model, in Accra and Kumasi.

Through the Energy Ministry, the government has introduced the initiative which is being implemented by the National Petroleum Authority, in association with GOIL, Puma Energy and New Gas.

The Head of Gas Commercial Regulation at NPA, Obed Kraine Boachie provided details of the model and how consumers can register to be part.

“The cylinder recirculation model is a mode of distribution for LPG, which we believe is more efficient, particularly in bringing access to LPG closer to people in all parts of the country, especially the rural and peri-urban areas.

“The model is different from the current model in a lot of ways. One of the ways is that you do not need to buy a cylinder before you start using LPG, you can go to an exchange point, you get registered and then you have access to a cylinder to begin to use LPG,” Mr. Kraine Boachie explained.

Members of the public, however, expressed their views on the initiative, with varying experiences and expectations.

“I heard it years back, for now, I think it will be of help, but I have not used some before. But persons who don’t have money to purchase new cylinders can embrace the new model,” Bright Arthur said.

“I heard the announcement some time ago. I left my cylinder for the exchange but unfortunately, I couldn’t get it,” Patience Adom said.

The Chief Executive Officer of New Gas in Tema, Emmanuel Egyei-Mensah, took Channel One News through the stages involved in the bottling of the gas cylinders and the feasibility of this initiative in the long run.

“The LPG that comes from here is imported, there’s a pipeline. These lines you see, 12-inch pipeline that we built, that comes from the port, it gets to Tema Oil Refinery and we continue.

“LPG comes here, without this, you cannot fill, because this is the storage, we store them. At the moment, all the tanks are full, we will never run short. That is what consumers are worried about whether we will run out of LPG, we will never run short.”

In the course of the process, the New Gas management revealed the cylinder sizes are acceptable for a substitution, with payment processes involved.

However, this is solely at the discretion of the stakeholders involved in the exchange and may differ from other stakeholders.
