In addition, the burden of paying insurance premiums is eased by increasing assets from less than 1 million won to less than 4.5 million won, thereby improving accessibility to medical services for the vulnerable. 

The Ministry of Health and Welfare announced on the 30th that a partial amendment to the National Health Insurance Act Enforcement Decree was passed at the Cabinet meeting on the 30th.


If a subscriber defaults on monthly premiums more than six times, the National Health Insurance Corporation may restrict insurance benefits until the delinquent premiums are paid in full. 

Of course, for vulnerable groups whose annual income is less than 1 million won and whose assets are less than 1 million won as the tax base under local tax law, insurance benefits can be provided exceptionally for medical coverage even when premiums are delinquent.

However, it has been pointed out that the current regulations have a narrow scope for exceptions to insurance coverage restrictions, so there is concern that the use of medical care by vulnerable groups may be restricted.

Accordingly, the Ministry of Health and Welfare decided to partially revise the National Health Insurance Act enforcement ordinance to expand the scope of vulnerable groups for whom insurance benefits are not restricted in case of non-payment of insurance premiums. 

In addition, in order to disperse and ease the payment burden on subscribers due to the increase in additionally collected insurance premiums, the number of installment payments will be expanded to a maximum of 12.

Currently, the additional insurance premiums collected by the National Health Insurance Corporation reflecting the results of year-end tax settlement can be paid in 5 to 10 installments.

Meanwhile, changes in accordance with the National Health Insurance Act, which is scheduled to take effect from May 7, will also be overhauled.

Accordingly, as the method of calculating health insurance premiums for the income of local subscribers was changed to a fixed rate system, the same as that for office subscribers, the deletion of the provisions on the insurance premium levy points for income and changes in terminology were reflected. 

In addition, the procedure was specified as the basis was established so that the Minister of Health and Welfare could receive support from the National Health Insurance Corporation and the Health Insurance Review and Assessment Service in order to efficiently carry out on-site inspections of medical institutions. 

In addition, with the abolition of the Insurance Premium Imposition System Improvement Committee, regulations related to the committee were deleted, and standards for imposing fines were also established when a health care institution provides care benefits without verifying the identity of the person and his or her qualifications. 

Lee Jung-gyu, Director of the Health Insurance Policy Bureau of the Ministry of Health and Welfare, explained, “This revision of the enforcement ordinance is being promoted as a follow-up measure to the revision of the law and the 2nd National Health Insurance Comprehensive Plan announced in February.”
