[Mobile Reporter Nam Nan-woo] The ‘Proposal to amend the Local Autonomy Act to strengthen the right to request local councils to submit documents’ submitted by Sejong Special Self-Governing City Council Chairman Lee Soon-yeol was presented at the Korea City and Provincial Council Chairman’s Council (hereinafter referred to as the Chairman’s Council) held in Suncheon, Jeollanam-do on the 27th. It was passed unanimously at the 3rd extraordinary meeting.

On this day, the chairmen of the city and provincial councils, including Chairman Lee Sun-yeol, listened to four agenda items reported, including the ‘Results of the Steering Committee Chairman’s Conference’, from the Secretariat of the Chairman’s Council and processed the agenda items to be submitted.

The ‘Proposal to amend the Local Autonomy Act to strengthen local councils’ right to request submission of documents’ submitted by Chairman Lee Soon-yeol not only prevents the insincerity and non-cooperation of local government heads in response to local councils’ requests for submission of documents, but also provides sincere and reliable data. It contains a proposal to revise the right to request submission of documents in Article 48 of the Local Autonomy Act to enable submission.

The current Local Autonomy Act stipulates the right to request submission of documents related to agenda deliberation (Article 48), which is one of the powers of local councils, and the right to audit and investigate administrative affairs (Article 49), thereby ensuring that local council deliberations, audits and investigations are carried out efficiently. I am doing it. However, based on laws such as the Personal Information Protection Act, local government heads may not respond to requests for submission of documents. For this reason, local councils are having difficulty performing their role due to insincere data submission, such as refusal to submit data and omission of important information.

Accordingly, Sejong City Council Chairman Lee Sun-yeol emphasized that the Local Autonomy Act should be revised like the current National Assembly Act, which stipulates that when a member of the National Assembly requests data, submission of data cannot be refused due to reasons such as the Personal Information Protection Act.

At the extraordinary meeting on this day, in addition to the ‘proposal to amend the Local Autonomy Act to strengthen the right to request local councils to submit documents’ submitted by Chairman Lee, about 20 agenda items were passed. The proposals passed at this extraordinary meeting will be officially delivered to the National Assembly and the Ministry of Public Administration and Security.
