Meanwhile, it was decided to introduce new technologies such as a safe blocking service for credit transactions and phishing crime detection technology using AI (artificial intelligence).  

In addition, organized and habitual illegal loan business will be arrested in principle, and the head of the organization will seek the maximum punishment by law, while proactive blocking of online illegal advertisements and management and supervision of loan brokerage sites will be strengthened.

On the 8th, the Office for Government Policy Coordination announced that it held a joint task force (TF) of related ministries to eradicate voice phishing and illegal private finance, chaired by Bang Ki-seon, Director of the Office for Government Policy Coordination, to inspect the implementation of major measures in the first half of this year and discuss future response directions.


This TF meeting was held jointly with the understanding that voice phishing and illegal private financing are financial crimes that infringe on people’s livelihoods, and that there is a great need to strengthen government-wide response as criminal methods become non-face-to-face and organized.

◆ Measures to respond to telecommunication financial fraud such as voice phishing

First, the government decided to root out criminal organizations through strong investigation, crackdown, and international cooperation.

In the first half of this year alone, the National Prosecutor’s Office and the government’s joint investigation team are achieving great results, including indicting 224 phishing offenders (117 arrested), uncovering five Daepo phone distribution organizations, and arresting all five leaders and 22 members of the organization.

In the second half of the year, cooperation with related organizations will be strengthened, centered on the government joint investigation team, and the scope of investigation will be expanded to include not only phishing but also new methods such as investment leading rooms.

In addition, the intensive blocking and special crackdown on phishing crimes, originally scheduled for this month, will be extended until October, and in response to the recent surge in bait text messages, the government plans to strengthen crackdowns on companies sending illegal text messages together with the Korea Internet & Security Agency (KISA).

In addition, international cooperation, such as information sharing, will be activated through the INTERPOL operation to apprehend fugitives abroad (June to October) in which 11 Southeast Asian countries and the Interpol Secretariat participate.

As a result, it is expected that the arrest and repatriation of criminal organizations and fugitive criminals located overseas will increase.

The government also decided to strengthen identity verification procedures and block the distribution of Daepo phones and Daepo bankbooks.

The method of verifying ID when activating a mobile phone uses not only text information such as name and resident registration number, but also uses the ID photo held by government agencies to determine the authenticity of the photo, making it difficult to forge or falsify the ID.

In addition, the number of financial companies that introduce facial recognition systems to prevent ID theft when opening non-face-to-face accounts is scheduled to expand from 24 to 39.

In addition, the government plans to strengthen institutional and technical policies to block illegal spam.

As the issue of small-scale performance and poor management of text resellers, which are the main sending channels of illegal spam, was pointed out, the Ministry of Science and ICT raised the entry requirements for text resellers and strengthened management and supervision of business operations through on-site investigations and corrective orders. Promote the plan.

If a call or text is sent by altering the calling number, not only the number or text account confirmed to be illegal, but also the entire connected phone number and Internet text account of the same person are blocked to prevent unblocked lines and accounts from continuing to be used for crime. do.

The government also supports users’ early recognition and blocking of exposure to phishing crimes.

A warning sign has been added to display roaming messages for texts sent through overseas roaming, raising users’ awareness of texts impersonating acquaintances abusing overseas roaming.

To ensure that text messages sent by financial and public institutions can be checked with confidence, the number of institutions applying the Safe Mark service will be expanded from 54 to a maximum of 284 within the year.

When more than 50 Internet mass text messages are sent, the sender number owner is notified by text message, allowing early confirmation of number theft.

In addition, the Financial Services Commission and the Financial Supervisory Service are implementing a credit transaction safe blocking service that allows consumers to apply in advance to block new credit transactions in preparation for financial accidents.

In addition, phishing crime detection technology will be developed and introduced using new technologies such as AI.

Criminal call data held by the Financial Supervisory Service is pseudonymized and provided to telecommunication companies to support the launch of a phishing response service using private AI technology, while recommending the introduction of private safety measures to prepare for the possibility of voice phishing crimes using deep voice and watermarking. Promote institutionalization

Meanwhile, with the implementation of the amendment to the Telecommunications Fraud Damage Refund Act on the 28th of next month, it will become possible to suspend payments for fraudulently used accounts through simple transfers, and suspension of partial payments for victimized accounts will be possible, providing relief to victims of bank account threats.

◆ Countermeasures against illegal private financing

As a result of a special crackdown on illegal private finance centered on the National Police Agency, the number of arrests (879 cases, +32%), number of people arrested (1,439 people, +47%), and amount of crime proceeds preserved (KRW 9.8 billion, 9.8 times) were all higher than last year. Increased performance was achieved compared to the same period.

In addition, as a result of the National Tax Service’s tax investigation and investigation into delinquency and fund sources related to illegal private financing, 146.7 billion won, the highest ever, was collected.

The government has decided to continue strengthening efforts to detect and crack down on illegal private finance crimes.

Cases received through damage reporting and counseling centers are promptly investigated and crackdowns are conducted by focusing on investigative information on a nationwide basis.

When illegal activities are discovered, punishment is strengthened and victim protection is expanded by actively applying not only punishment for violations such as the loan business law, but also criminal organization crime, stalking punishment law, and violence punishment law.

We are also seeking to revise the Telecommunications Business Act to clarify the basis for blocking and punishing phone numbers used for illegal private financial crimes such as unregistered loan sharking and illegal debt collection.

The government is expanding detention and strengthening punishment for illegal private finance crimes.

The standards for handling illegal private finance cases have been revised, with the principle of imprisonment for habitual illegal lending and collection activities targeting the common people and vulnerable groups, as well as systematic illegal activities, and the organization’s leader requesting the maximum punishment by law.

We are pushing for a revision of the Loan Business Act that imposes criminal punishment (current fines) on illegal lending by impersonating a government or financial institution, and strengthens punishment for unregistered loan business and violations of the highest interest rates.

The government is also strengthening crackdowns on illegal private financial access channels for the general public and increasing awareness by expanding publicity on damage cases and prevention rules.

Considering the recent increase in the influence of online media, such as the speed of spread, there are fundamental limitations in preventing damage through only reactive responses to illegal advertising, we plan to preemptively block illegal advertising by establishing a preliminary review process for online portal companies’ advertisements.

The crackdown on online loan brokerage sites will be strengthened, and strict action will be taken when links to illegal private finance companies or leaks of personal information are discovered in the process of loan company advertising, brokerage, and bulletin board operation.

In addition, support for victims of illegal private financing will be strengthened.

By supporting lawsuits seeking the invalidation of illegal loan contracts involving anti-social activities, such as collecting on acquaintances or sexual exploitation, we compensate for the financial and psychological damages of victims of illegal private finance and block the economic incentives of illegal private finance operators.

We plan to expand the scope of free legal service support for debtors’ representatives to include not only the debtor himself but also his family, acquaintances, and other people related to the debtor who are at risk of being harmed by illegal collection.

The government plans to quickly pursue follow-up measures in relevant areas so that the matters discussed at this meeting can be implemented without a hitch, and also strive to identify additional improvement tasks in response to new criminal methods.
