20 preliminarily designated as ‘Glocal Universities’ with 100 billion won support over 5 years
Five that businesses were not designated during the main designation evaluation last year also maintained preliminary designation status.

Objections accepted until the 25th… Final designation at the end of August after evaluation for main designation

On the 16th, the Ministry of Education and the Glocal University Committee announced the ‘2024 Glocal University Preliminary Designation Evaluation Results’ following evaluation by the Preliminary Designation Evaluation Committee and deliberation by the Glocal University Committee.
The Ministry of Education is promoting the Glocal University 30 project to foster competitive regional universities that are the center of an innovation ecosystem that develops the region amidst a rapid decline in the school-age population and changes in the industrial structure, and where all excellent local talent want to attend.
After the first stage of preliminary designation and the second stage of main designation evaluation, the university is designated as a glocal university as a result of the final deliberation by the Glocal University Committee. Approximately 100 billion won per school will be provided to the final selected universities over 5 years, and regulatory innovation will be prioritized. In addition, investment from all ministries and local governments is encouraged, and administrative and financial preferential treatment is given according to the designation as a specialized local university under the ‘Local University Promotion Act’.
This year, 109 schools submitted 65 innovation plans in the application for preliminary designation as a glocal university. 39 independent applications (39 schools) were submitted, 6 joint applications (14 schools) on the premise of integration, and 20 joint applications (56 schools) on the premise of union.
As a result of the preliminary designation evaluation for Glocal Universities, a total of 20 (33 schools) innovation plans were selected. Among these, five are universities that were not designated during the main designation evaluation in 2023. After a separate evaluation by the evaluation committee, they were recognized as maintaining the basic direction of the existing innovation model while improving and developing the implementation plan, and thus maintained preliminary designation status for this year only.
This preliminary designation evaluation was entrusted to the National Research Foundation of Korea, a specialized organization, and was conducted in-depth, including a private training camp evaluation and online face-to-face screening for all applying universities.
The evaluation committee, organized by the National Research Foundation of Korea and comprised of experts from academia, research, and industry, evaluated three areas: innovativeness, performance management, and regional characteristics of the innovation plan.
Universities that have objections to the results can file an appeal against the preliminary designation evaluation results by the 25th, and the final results will be confirmed early next month.
Preliminarily designated universities must establish and submit an action plan specifying the tasks contained in the innovation plan together with local governments and local industries by the end of July. After this evaluation, it will be finally designated as a glocal university at the end of August.
The Ministry of Education first reviews regulatory reform proposals so that the innovation plan tasks of prospectively designated universities can be concreted and realized, and supports the process of establishing action plans through various methods such as joint training and consulting.
Meanwhile, the Ministry of Education continues to actively support all universities, including pre-designated universities, to realize their will to innovate through the Glocal University 30 project.
In order for other universities and local governments to benchmark and develop their own innovation models, all 20 innovation plans of these preliminary designated universities will be made public through the Ministry of Education’s website, and the implementation plans of the designated universities will be released (August ) and glocal universities and undesignated universities will be able to develop their own innovation models. We plan to hold a joint performance expansion forum (December).
In addition, it was decided to take prompt action on the 165 regulatory reform proposals (107 duplicates out of 272 total submissions) submitted along with the application for Glocal University this year.
