Mahama appoints Michael Abbey as Acting CEO of Venture Capital Trust Fund

President John Mahama has appointed Michael Abbey as the Acting Chief Executive Officer (CEO) of the Venture Capital Trust Fund (VCTF) under the Ministry of Finance.

The VCTF, a government-backed venture capital fund of funds, is dedicated to providing financial resources for the development and promotion of venture capital financing for small and medium-scale enterprises (SMEs) in priority sectors of the Ghanaian economy.

Michael Abbey, a seasoned lawyer with expertise in international trade and investment law, has played a significant role in Ghana’s economic and democratic development.

He previously served as Programmes Coordinator for Friedrich Ebert Stiftung – Ghana (FES Ghana), where he contributed extensively to economic policy, energy policy, political economy, human security, youth development, gender justice, project management, and strategic leadership.

With over 15 years of experience in international development, Mr. Abbey has managed and coordinated the expenditure of international funds for various programs aimed at social justice and sustainable socio-economic development.

He has also played an active role in Ghana’s political landscape, serving as a member of the NDC Manifesto Committee for 2016, 2020, and 2024, and as Convener for the Finance and Economy Working Group in the 2024 Manifesto Process.

Lawyer Abbey holds multiple academic qualifications, including a Master of Laws (LLM) in International Trade Law from the University of Turin, Italy, and two Master of Arts (MA) degrees in Migration Studies and Public Affairs from the University of Ghana, Legon.

He also holds a Bachelor of Laws (LLB) degree from the Ghana Institute of Management and Public Administration (GIMPA) and a Bachelor of Arts (BA) degree from the University of Ghana, Legon.

Additionally, he possesses a Qualifying Certificate of Law (QCL) from the Ghana School of Law, Makola.

His appointment is expected to bring strategic leadership and policy expertise to the Venture Capital Trust Fund, strengthening its mandate to support Ghanaian entrepreneurs and SMEs.
