[Reporter Kim Sang-il] Gyeonggi Provincial Council member Lee Je-young (People Power Party, Seongnam 8) asked about the lack of reserves in Gyeonggi-do’s ‘Disaster Relief Fund’ and ‘Disaster Management Fund’ and urged measures to be taken to respond quickly to disasters.

At the Budget and Settlement Special Committee’s deliberation on ‘approval of fiscal year 2023 settlement’ held on the 24th, Rep. Lee said, “Due to basic disaster income payments in 2020, the ‘Disaster Relief Fund’ and ‘Disaster Management Fund’ will increase to KRW 240 billion and KRW 328 billion, respectively. “After a sharp decline, the fund has been slightly increased, but it is still not enough to prepare for unexpected disasters and calamities,” he expressed concern.

In addition, Rep. Lee mentioned the flooding accident at Naksaeng Reservoir located on the border between Seongnam City and Yongin City two years ago, and even though Governor Kim Dong-yeon visited the site and promised to prevent recurrence, there are still efforts to remove sediment from Dongmakcheon, expand bridges, and allow sediment to flow into the reservoir. “Necessary measures, such as removal, have not yet been taken,” he pointed out.

In particular, Rep. Lee emphasized, “In order to quickly provide damage support and restore the original state in the event of a disaster, it is necessary to restore the ‘disaster relief’ and ‘disaster management fund’ to the levels of 2018 and 2019.” In addition, regarding the Naksaeng Reservoir flooding accident, “Gyeonggi Province took the lead in discussions between Seongnam City, Yongin City, and related departments, and ordered preemptive efforts to prevent and recover from the disaster.”

Lastly, Rep. Lee Je-young emphasized, “We urge Gyeonggi Province to prepare more thoroughly for disasters and disaster response, and the safety of residents must be secured by accumulating appropriate funds and establishing a rapid response system.”
